International AI visibility is structurally uneven — AI-driven traffic sits at ~0.1–1% of sessions in parts of Europe, roughly 6–12 months behind Anglophone markets. A uniform global rollout overspends in some markets and underspends in others. This project replaces uniform rollout with investment tiers by AI-adoption maturity, each with tier-appropriate goals, timing, and measurement.
Why this, mechanically. Sequencing entity localization, content, and measurement by market-tier adoption — rather than pushing everything everywhere at once — puts spend where AI adoption already justifies it, while setting honest expectations for markets that are behind. Locally dominant assistants get added to the measurement corpus per tier. Adoption curves move, so tier assignments are revisited, not set once.
Deliverable. All commerce markets classified into AI-maturity tiers using referral and adoption data; per-tier playbooks; and per-tier timing expectations attached to the time-to-results model.
Finish line. Every market has a tier assignment driving its investment and goals, and assignments are revisited semi-annually as adoption shifts.
